July 31, 1946 – January 23, 2022


Jay Cowan, beloved husband of Elaine, passed away peacefully on January 23, 2022, in the St Boniface Hospital, at the age of 75,
In accordance with Jay's wishes, cremation has taken place and no formal service will be held.   • I worked for Jay for 12 months at the Manitoba Legislature, it was the greatest experience of my life and Jay was a wonderful Boss, He was Patient kind and a very fine man we became friends and I saw him in the fall and we met for Coffee a lot.   • I have known Jay for almost 40 years. He helped me when I ran for the Federal nomination. I worked for Jay when he was the environment minister in the 1980s on acid rain. No doubt his later years built upon those years of experience to further serve his community and his family.
