On August 24th, after a courageous battle with cancer, Earl passed away peacefully in the Palliative Care Unit at the St. Boniface Hospital at the age of 80.
Earl is survived by his wife Phyllis; son Warren (Kelly) and grandchildren, Cara, Amy (Francesco) and Andrew. He was predeceased by his daughter Corinne.
Thanks to all the nursing and support staff of the palliative care unit for their kindness and compassion taking care of Earl and his family during this long and emotional journey.

Cremation has taken place. A Celebration of Life will be held at 11:00 a.m. on Saturday, September 9, 2023, at the John Black Memorial United Church, 898 Henderson Highway. A private family interment will take place at a later date.

I was so blessed to have found myself as the 8-10 year old neighbour when the Family moved in. I remember the day when I snuck across their lawn (a no-no in the country) to get to the neighbours yard on the opposite side. Mr McCaskill came out and “gently”, but with firm authority, explained his objection to this behaviour. He was not in uniform at the time, but I had seen him many times before on his way to work. I truly thought he was going to arrest me. I was so shy back then, having an enormous respect for his profession, and was so scared I would end up in the “clink”. They all treated me like Family from the beginning, always with a hi through the trees or a conversation while doing yard work. I just found out today that Mr McCaskill had passed. Waaaaay too Soon, but I’m glad you are no longer suffering. To Phyllis and Warren, thank you so much for being my friend through my “home” challenges growing up. Earl and I worked together in district 4 at the time that his daughter died. I have daughters as well and would have been devastated if one of them had died as Corinne did, suddenly and senselessly. It was a tough time but Earl managed to overcome his grief and keep on policing. I was very happy he did. He was a great partner and I'll never forget him. I am so sorry that I had to miss the service; I was in Texas at the time dealing with the sale of my winter home. I only just heard of Earl's passing. To Phyllis, Warren and family, I wish to extend my condolences at the time of sadness. And may God have mercy on his soul. Warren and family my deepest condolences. It sadden me to see Earl listed here. My last fond memory of Earl is taking a gambling trip to North Dakota with the shift in a motorhome. As a raw 20 year old I was assigned to work my first shift in District 4 and Earl was the Patrol Sgt. We have been friends ever since. I learned so much from him and how he conducted himself. Always professional and polite. He was a true leader who never got upset regardless of the situation. My deepest condolences to Phyllis, Warren and your entire families. The moment I met this lovely family there was an instant connection. There was genuine kindness and consideration afforded me. Earl had a sardonic sense of humour, a funny quick wit and was noticeably intelligent. Phyllis was a rock and such a wonderful wife to Earl. The love they shared was evident. Her stoic demeanor was the glue that held the family together during this difficult time. She is a wonderful person. I never met an adult son who was more devoted to the well being of his parents. The time and effort he spent to ensure their home was perfectly perfect didn't go un-noticed. He was and is a kind and devoted son. I felt during my time with them an instant friendship. So sad to hear of Earl's passing. He was a great friend for over 40 years and fellow officer on the WPS whom everyone respected. Exceptional skill field training new recruits who went on to have successful careers. Earl gave his all every shift and was so respected by all. He will sure be missed.
