TERENCE COLIN GIBBS
Colin is survived by his son Kerry (Ann) Culverwell; daughters, Michelle (Marc-Andre Giguere) and Denise and grandsons, Toby, Owen, Nicholas and Alex; sisters-in-law, Pat and Margaret. He is fondly remembered by step-granddaughters, Paris and Jade.
He was predeceased by his brothers, Stuart and Dana.
Colin was born in England. A civil engineer, he emigrated to Canada in 1976 to pursue a job opportunity, designing Seven Oaks hospital. Over the years, he engineered many of Winnipeg's commercial buildings, including Mount Carmel Clinic and the Health Sciences Centre. He also travelled north to Baffin Island to build schools in the Inuit community. Later in his life, he served as an expert witness in numerous court cases and taught the importance of structural engineering to Masters' of Architecture students at the University of Manitoba.
Throughout his life, Colin loved rugby. He played, coached and refereed. He was instrumental in building and developing Manitoba's women's rugby program and coached the women's provincial team for a number of years. Colin also spent many years officiating for all divisions in rugby, from schools to the most senior levels. He was qualified as an educator for World Rugby. He served as President of the Manitoba Association of Rugby Referees and Treasurer of Rugby Manitoba. He was inducted into the Manitoba Rugby Hall of Fame in 2013.
At Colin's request, in lieu of flowers, donations may be made to Mount Carmel Clinic.
A Celebration of Life will be held in the spring.

Colin made important contributions in both his professional and sporting life. As a distinguished referee, he officiated a number of matches in which I played and was always ruthlessly unbiased and strict, no matter what we tried to get away with. He truly had eyes in the back of his head. Being an architect, when I was approached to design the changerooms building at Maple Grove, I was not at all surprised to learn that Colin had designed the clubhouse, so it was a unique pleasure to work with him to design the changeroom block. His sharp wit, unique character and selfless dedication will be missed, both on the pitch and off. Colin spent many years contributing as a board/committee member with the New Home Warranty Program of Manitoba. He had an incredible level of expertise and professionalism with a desire to 'do things right'. I first met Colin while I was a young rugby player and he was the non-nonsense referee for many of our matches. Within a few years he was teaching me to be a referee, and guiding me as I grew into the role. We had many long chats about the nature of our sport, the changes needed, and how best to manage the more difficult moments for a referee. As the Regional Training Manager for World Rugby I am now in charge of all Training and Education in North America, including referee courses. I have refereed international matches and been the Head Official for Pan Am Games and Olympic Qualifiers. I know that much of my successes in Rugby to Colin being willing to share his insight and time with me. Thank you, Colin. I am so sorry for your loss. Colin was a key person in my love of Rugby. He shared his passion and knowledge to many in the rugby community. He was very instrumental in getting myself and many other Manitoba women rugby players on international rugby teams, which is never an easy feat for players in Manitoba. He managed this with his tenacity and belief in the Manitoba women players. One of the fondest memories was when he set the plan in motion for our tour to England and Wales. It was an opportunity for me to see Colin as both the serious and fun coach and he was happy to show us his birth country. Colin was way ahead of his time in giving Women's rugby the respect that it deserves. He was also brave enough to tell a group of male rugby players that in some respects, the women's game has more skill. He was also very well prepared. When 10s rugby was first played in Manitoba, we all showed up not really thinking about how the rules would be different for this rugby variotion.
