VICTOR DUMESNIL
April 9, 1939 - March 22, 2022
God noticed you were tired and weak, so he reached out His hand to invite you into His heavenly home after a life well-lived. Victor passed away peacefully just short of his 83rd birthday, with family by his side, at the Saint-Boniface Hospital.
Victor is survived by his devoted wife of 58 years, Thérèse (Bilodeau), his five children: daughter Cécile (André Dufresne); sons, Donald, Guy (Wendy Castanha), Michel (Julie Joanisse), and Stéphane; his loving grandchildren: Janou, Dani, Dylan, Kaly, Zoé, Lucas and Josée; his sisters and brothers: Jeannine (Gilbert Robert [deceased]), Rolande (Léon Melnic [deceased]), Edmée (Brian Lund), Lucien (Victoria Taylor), Albert (Gisèle Lagassé), Jacqueline (Yves Sabourin), and Eveline (Richard Barnabé). He was predeceased by his parents, Joseph and Irène (Lemoine) Dumesnil.
Victor's first love was farming and construction, and as part of a group of local growers, created the first farm machinery Co-op in Manitoba, JO-VI-AL Co-op Inc. To better provide for his family, the father of four returned to school as an adult student culminating his academics with a Diploma in Agriculture from the University of Manitoba. This was followed by an accomplished working career in public service which included Canfarm, CBSA, CRA, CEUDA and Elections Canada.
Throughout his life, Victor's primary concern was to his family, however, he also managed to give back to the community and the church he loved. Over the years he was involved with numerous committees which provided him the opportunity to meet many people and to travel across Canada and overseas: Minor Hockey, Parents Council, Manitoba Pool Elevator, FPCP, Knights of Columbus, Diocesan Pastoral committee, ANAF unit #304, Development & Peace, Sainte-Agathe Community Development board director, CDEM, flood of the century (1997) community coordinator, mission work in Nigeria, Groupe action Saint-Norbert, Insurance Council of Manitoba, Paroisse Saint-Norbert 150th anniversary planning committee, Condo Corporation #182 board member, Villa Aulneau resident committee member, ambassador for Tourisme Entreprise Riel and Canadian Museum for Human Rights.
Our family would like to thank Dr. Isabelle Paquin and the medical team of specialists for their support and reassurance especially over the past four years. Our deepest gratitude to the staff at Saint-Boniface Hospital for taking such great care of Victor in his final days.
Friends and relatives are invited to celebrate Victor's life by attending a funeral service which will be held on Saturday, April 23, 2022 at 1:30 p.m., viewing to begin at 1:00 p.m. at Desjardins Funeral Home, 357 DesMeurons St. A reception will follow.
A private family interment of the cremated remains will take place at Glen Lawn Memorial Gardens at a later date.

I’d like to send sincere condolences to Victor’s family. I first met Victor in 1991 when we both worked for the same government department and then both served with a CEUDA. Victor was a very dedicated person who gave of himself. His positive attitude was contagious. He was quick to volunteer and serve. Victor was a fierce negotiator when dealing with Union issues because it was the “right” thing to do. Truly saddened by this news.. deepest sympathies to the entire family. I worked many years with Victor in our customs career; memories never forgotten from work experiences; but more those long midnight shifts you struggle to stay awake and talk about anything/everything to not fall asleep. Victor was my closest and most dedicated union brother for CEUDA (Customs Excise Douanes Accise) years of time spent together in training, meetings and conventions. Our accomplishments in representing the interests of our members would not have possible without his input. He will be missed.
