It is with deep sadness that we announce the passing of Lou-Anne in Winnipeg, Manitoba. She is lovingly remembered by her son Kevin (Tracey); daughter Kristin (Dan); grandson Logan; her siblings, and many other family and friends. She is predeceased by her parents. Louise and Bennie Proulx and beloved husband of 50 years, Ken.
Lou-Anne obtained a Bachelor of Arts at the University of Winnipeg and a Bachelor and Master’s of Education at the University of Manitoba, often taking summer and night classes while working full time and raising her family. She had a very successful career as an educator, including as a resource teacher at Westdale Junior High and Shaftesbury High School, and later as Director of the Correspondence Branch for Manitoba Education. From 1989 until her retirement in 2002, she served as the Assistant Deputy Minister of Culture, Heritage, and Recreation for the Province of Manitoba. She was an active member of her community and church and served on many boards and committees, including the Manitoba Foundation for the Arts, Manitoba ALIVE, and Boards for Sturgeon Creek United Church and Oak Table.
Lou-Anne was a wonderful daughter, sister, wife, mother, grandmother, and friend. She was devoted to her husband, children, grandson, and puppies. She cherished her relationships with friends and family and was loving and generous to all who knew her.
Lou-Anne loved life! She loved travelling and dining out, and she was a remarkably dedicated shopper, with many beautiful collections to show for it! She was an avid reader and enthusiastic patron of the arts who enjoyed film and theatre. Lou-Anne enjoyed writing and was a dedicated “journaller.” She told a great story and had a wonderful laugh and smile. She loved a good coffee, especially shared with family and friends.
Lou-Anne did nothing half way - she gave any task her full measure and did not stop until she knew she had done her absolute best. Lou-Anne had a life well lived, and she will be greatly missed. Lou-Anne faced several health challenges in recent years and was very grateful to the excellent staff at Grace and Deer Lodge Hospitals and at Brightwater Senior Living. She was especially thankful for the many friends and family members who went above and beyond to support her.
A Celebration of Life is planned for Friday, August 11, 2023 from 1:00 to 4:00 p.m. at the Holiday Inn Winnipeg Airport West, 2520 Portage Avenue. All are welcome.
In lieu of flowers, donations may be made to Oak Table Inc., 109 Pulford Street, Winnipeg, MB, R3L 1X8 or a charity of your choice.

It was with great sadness that I learned of the passing of Lou-Anne from another of her many friends here in the condo building we came to call our new home, in retirement. I last spoke with Lou on Easter Sunday and looked forward to getting together as she had just moved into her new residence at Brightwater. Lou and I met on the first day I moved into the condo after the loss of my own husband and discovered in one of our many chats that Lou had done the same a couple of years prior. Upon getting to know each other through many spontaneous chats about our lives, we discovered that we had indeed lived in the same area of St James while raising our families and that our husbands had worked on the same board at SCUC many years ago and we had also attended that same church for many years. We were surprised that our paths had not crossed until 2020. We shared in common a love of teaching, the arts, the importance of life in the service of others, our love of dogs, as well as our penchant for shopping, and all things beautiful! And most importantly, our dear families. Lou was so kind, thoughtful in word and gesture, humorous and wise. It would have been so wonderful to grow our friendship over many more years. These three short years were a blessing nonetheless. I shall remember her fondly. The Poet, Ram Dass wrote, “We are all just walking each other home”. I have such gratitude for the part of my life’s journey that I had the pleasure of walking through, in the light and joyful energy of Lou Anne Buhr. She was one of a kind. I extend my condolences to all her family as they mourn the loss of their beloved. I know how she adored you all, because she proudly told me so. May her memory be a blessing. Lou-Anne and Ken were leaders of the youth group at Sturgeon Creek UC and I appreciate the time they gave to us. They allowed us to grow in faith.
