CARL WALDEMAR SHIER

August 23, 1949 - March 14, 2025


It is with profound sadness that we announce the passing of Carl Waldemar Shier on the morning of March 14, 2025, at 4:00 a.m. Surrounded by his loving family, Carl peacefully took his final breath.

Carl is lovingly remembered by his wife of 55 years, Terry; daughter Christine (Ron), grandchildren, Olivia, Sam (Hannah); and great-grandchildren, Hazel, Harrison, and Halo; daughter Shelley (Lindsay), and grandchildren, Ethan and Tatum. Carl was predeceased by his parents, Irma and Samuel.

Born and raised in Winnipeg, Carl dedicated his life to serving others, beginning his distinguished career with the Winnipeg Police Department in September 1974. He began his career by walking the beat, as all new officers did at the time, and over the years, Carl earned numerous roles and responsibilities, including general patrol, detectives, homicide, K-9, ERU, harbour patrol, community policing, and media spokesperson. He achieved the rank of Sergeant and served as President of the Winnipeg Police Association from 1998 to 2001. Carl’s final position with the Winnipeg Police Service was as the Acting Divisional Commander of the Community Relations Unit.

Throughout his policing career, Carl’s professionalism, dedication, and perspective defined his approach to his work. Despite facing some of the most challenging and heartbreaking situations, Carl always believed in the importance of keeping a positive outlook and never bringing work home. He often said, “I’ve never had a bad day on the job, it’s all how you look at things.” Above all, he was a family man, always cherishing the time he spent with loved ones, especially at his beloved cabin at Falcon Lake, where he found tranquility and rejuvenation.

After retiring from the Winnipeg Police Service in 2005, Carl continued his commitment to serving the community in his role as the Chief Executive Officer of the Royal Lifesaving Society - Manitoba Branch Inc., and as Chairperson for the Manitoba Coalition for Safer Waters. His passion for drowning prevention led him to work tirelessly on initiatives such as the award-winning Northern Water Smart Program. Throughout this 13-year career, Carl's leadership and dedication helped elevate the Lifesaving Society’s work, ensuring that Manitobans had access to vital information about water safety.

Beyond his work with the Winnipeg Police Service and Lifesaving Society, Carl had a deep commitment to wildlife conservation. He was an active member of several wildlife organizations, including serving as President of the Canadian Wildlife Federation from 1995 to 1997.

Six years ago, Carl and Terry were able to fulfill their dream of turning their three-season cottage into a four-season retirement retreat, allowing them to enjoy year-round activities at Falcon Lake with family and friends.

A celebration of Carl’s life will take place at Chapel Lawn Funeral Home, 4000 Portage Avenue at 2:00 p.m. on March 28, 2025.

Carl’s legacy of service, compassion, dedication to family and community will continue to inspire all who knew him.

  • The Shier Family was very much in our lives growing up. Irma's mother & father Suzanna & Abraham Harder were my mom & dads best friends; they lived on a farm just a few miles from the Willms homestead. Rita, Richard and Vern visited them often from Winnipeg. In our teens when visiting family in Winnipeg I visited Rita and became good friends. At one visit we saw Elvis Presley on the Ed Sullivan Show! Carl was the youngest in the family and we were very proud of his accomplishments.   • Terry & family, I was truly saddened to hear of Carl's passing. He was a good friend and college who had such a positive outlook on life and possessed so much wisdom and incite on so many aspects of our work.   • I worked at Winnipeg Police Service when Carl was the Association President. I had a grievance and the previous President said that my grievance was not valid. I fought for months to no avail. Carl became President & I explained my grievance issue & Carl said, "Of course you have a grievance." I was so happy that he agreed with me. After about a month of Carl fighting my issue, I received $10,000 back pay from the Service. Carl helped me & I was able to buy a seasonal 45ft trailer at Tall Timber Lodge.   • Carl was a wonderful gentleman. I first met Carl when he served on The Winnipeg Police Pension Plan Board, when I worked for the City of Winnipeg's Employee Benefits Board. Carl took his responsibilities seriously and he was always well prepared for Board meetings and he became very knowledgeable about pension plan issues. I was able to keep in touch with Carl down through the years, and he was always such a kind and positive man. Even when he had health issues over the past number of years, he remained positive and was never a complainer.
